minix tools in temporary util-linux-ng for chroot

Description
In chapter 8 we go out of our way to build mkfs.minix and fsck.minix. OK, so a full build installs these, but unless people are using a minix filesystem they are utterly pointless. We never used to have these in the temp util-linux, and it seems to me that we can happily do without them.
Alternatively, maybe one of our more obscure platforms needs to access a minixfs - if so, that ought to be documented.

I can't think of any platform that would need them. Maybe some obscure raq build, even then. I don't know why we would need them at this point in the book. If you needed a minix filesystem to build on then you could create it in the very beginning. Even if it's needed to build the kernel, then if you're building the one in the boot section you'll use the hosts tools, and if you're building the final kernel at the end you'd be using the one built in the final system.
Any objections to drop this?
