netplug needs bootscripts, or updating of book to not need bootscripts

Description
Book currently instructs to install the netplug bootscripts from the bootscripts set, but one doesn't actually exist for netplug. Either fix the book if no bootscripts are actually needed or make some bootscripts (likely this second part is the correct thing to do).
