In busybox config, don't install e2fsprogs if real e2fsprogs will be used

Description
The busybox e2fsprogs aren't super awesome but are decent enough. For uses where real e2fsprogs would be better suited, give a sed line in busybox config to disable building busybox e2fsprogs. Or something like that.

The real e2fsprogs has been removed from beyond as of the 20140613 book, thus this ticket makes no sense any more.

Or, better yet, since we use the busybox defconfig which does include some e2fsprogs which work well enough most of the time, get rid of the real e2fsprogs.
