man-pages installation is broken

Description
When installing man-pages-2.64 according to the latest sysroot book for ARM, I noticed that man-pages does not take DESTDIR into consideration and tries to install into /usr.
In order to get it working, I used a simple sed to change the hardcoded prefix to my $CLFS variable.
