If host has emacs:
EMACS=no ./configure --prefix=/tools --build=${CLFS_HOST} --host=${CLFS_TARGET} --disable-shared make -C gnulib-lib
Needed now: make -C intl pluralx.c
make -C src {msgfmt,msgmerge,xgettext}

Updated at commit f0fbe77c0407f8188b6315dcae00d2e018571153 with some more edits based on differences between temp-system gettext sysvinit and systemd.
