Major issues from this version from our current 2.24.2 version.
I closed a ticket regarding this kind of upgrade and will paste what is going on from ticket Util-linux and systemd/libudev:
Let's start from this version and work forward.
As of now, we build Util-Linux twice. Pass one does not use libudev. Pass2 uses libudev.
