Either IANA changed the formats of their files or iana-etc is just horribly out of date, but regardless, the manipulation for the services file fails horribly resulting in an empty services file when using {{{make get}}} and {{{make STRIP=yes}}}.

Arch Linux has fixes for this in their patch to iana-etc:
