cross-tools/arm/vars: Add recommended build vars

ARM build variable selection is confusing. There's too many
combinations of choices. Provide some recommendations for ARM9 and
Cortex-A{8,9} that generally hold true. ARM9 and Cortex-A{8,9} are
generally the processors people build for today.
